2nd Alliance Model GST Council, 2026, a national academic simulation recreating the proceedings of the Goods and Services Tax Council.

Eligibility

Students enrolled in three-year LL.B., five-year integrated LL.B., or LL.M. programmes at recognised institutions across India
Each delegation must comprise two members: a State Finance Minister and a Principal Secretary
Each delegation may be accompanied by one faculty coordinator or institutional observer
Each registering team must submit a bona fide certificate or letter of authorisation from its institution

Theme: Technology-neutral GST rate rationalisation and the Input Tax Credit framework for green mobility
The simulation will recreate the proceedings of the GST Council under Article 279A of the Constitution of India
The competition will accommodate up to 31 delegations representing all 28 States, Delhi, Puducherry, and Jammu & Kashmir
The competition will be conducted over three scored rounds across two days
Day 1: Full Council deliberation
Day 2 morning: Open Dialogue and consensus-building round
Day 2 afternoon: Press Conference Simulation and Final Voting Session, followed by the Valedictory
The rounds will be judged by a panel drawn from the bar, tax profession, and academia
Position Paper must be anonymised and must not contain any name or institutional identifier
AI use in the Position Paper is capped at 20% of the substantive text
Citations must follow OSCOLA or the Bluebook (21st edition)

Registration Fee: ₹3,000 per delegation
Optional accommodation: ₹1,500 per participant
Registration fee is non-refundable, except where the Organising Committee cancels the event or is unable to allot a delegation a State or Union Territory

Registration closes: 15 August 2026 or upon all 31 delegation slots being filled, whichever is earlier
Position Paper due: 30 August 2026
Clarifications deadline: 30 August 2026
Preliminary screening intimation: By 1 September 2026
Competition: 4–5 September 2026
